The vehicle should be raised, the tire changed, and the torsion bar unloaded in order to replace the lower ball joint. Using a pin punch, create drill pilot holes in the rivets and then remove them. Fit the new ball joint, screw up the retaining nuts, and fit parts back and check the front wheel position.
