Because the valve stem oil seal and the valve spring have to be replaced, the valve spring, push rod, spark plug, and the valve rocker arm cover(s) must be removed. Hold the valves open by inserting a spark plug port adapter. Press the valve spring, take away the valve locks and check the spring. Fit the oil seal and replace the parts.
